عنوان فارسی بررسی میزان تاثیر وابستگی متقابل و جهانی شدن بر حکمرانی خوب و سیاست خارجی دولت ها
چکیده فارسی مقاله
هدف پژوهش حاضر،بررسی میزان تاثیر وابستگی متقابل و جهانی شدن بر حکمرانی خوب و سیاست خارجی دولت ها بود. با توجه به موضوع تحقیق، هدف­های تحقیق مطالعه تاثیرات جهانی شدن و پیامدهای آن بر سیاست خارجی دولت ها و مطالعه رابطه بین دولت خوب و حکمرانی خوب بود وروشی که در این تحقیق استفاده شده است، توصیفی، تحلیلی می باشد و به لحاظ نوع پژوهش، تحقیق نظری است.حکمرانی خوب با شاخصه­های هشتگانه­اش در تنظیم روابط دولت، بخش خصوصی و نهادهای مدنی به­گونه­ای عمل می­کند که هریک از آنها به اهداف تعیین­شده دست یابند و بازدهی و عملکرد دولت را بالا ببرند. الگوی حکمرانی خوب با فعا لکردن همۀ بخش­ها و در صورت فراهم بودن شرایط می­تواند با استفاده از توان بخش خصوصی و مدنی کشور به توسعۀ پایدار انسانی دست یابد. حکمرانی خوب با افزایش آزادیهای سیاسی، آزادی مطبوعات و انتشار آزاد اطلاعات به عنوان حقوق ناظر بر اظهارنظر و پاسخگویی در بلندمدت می­توان انتظار داشت شهروندان این قدرت را داشته باشند که اعمال دولتها را تحت نظارت و کنترل داشته باشند و همین باعث می­شود حکومت­ها نسبت به تأمین نیازهای مردم پاسخگوتر باشند و سیاست­هایی را انتخاب کنند که منجر بهارتقای سرمایه انسانی، سرمایه­گذاری در مخارج عمومی جامعه، تخصیص بهینه منابع و درنهایت بهبود رشد اقتصادی شود. با افزایش ثبات سیاسی در بلندمدت ریسک و نااطمینانی در فضای اقتصادی کشور کاهش یافته و به­تبع آن سرمایه­گذاری­های داخلی و خارجی و رشد اقتصادی افزایش می­یابد. درواقع شاخص حاکمیت قانون بیانگر آن است که در جامعه­ای که شهروندان و حاکمان آن مطیع قانون بوده و به آن احترام می­گذارند، قراردادهای دولتی به­درستی اجرا می­شوند، حقوق مالکیت محترم شمرده می­شود، عملکرد دستگاه قضایی قابل پیش­بینی و شکایت علیه دولت موفقیت­آمیز می­شود و این عامل­ها باعث تخصیص کارآمد منابع خصوصی و عمومی به فعالیت­های مولد شده و باعث تسریع در رشد اقتصادی می­شوند.به طور کلی، توسعه پایدار به معنای توسعه ای است که به طور همزمان در بعد‌های اقتصادی، اجتماعی و محیطی پایدار است و باعث حفظ منابع طبیعی و افزایش کیفیت زندگی جامعه خواهد شد.

The purpose of this research was to investigate the impact of interdependence and globalization on good governance and foreign policy of governments. According to the subject of the research, the objectives of the research were to study the effects of globalization and its consequences on the foreign policy of governments and to study the relationship between good government and good governance, and the method used in this research is descriptive, analytical, and in terms of type The research is a theoretical research. Good governance with its eight indicators works in regulating the relations between the government, the private sector and civil institutions in such a way that each of them achieves the set goals and the efficiency and performance of the government. raise the model of good governance by making all sectors active and if the conditions are available, can achieve sustainable human development by using the power of the private and civil sectors of the country. Good governance by increasing political freedoms, freedom of the press and free dissemination of information as the rights of commenting and accountability in the long term, citizens can be expected to have the power to monitor and control the actions of governments, and this causes Governments should be more responsive to meeting the needs of the people and choose policies that lead to the development of human capital, investment in the general expenses of the society, optimal allocation of resources and ultimately improvement of economic growth. With the increase in political stability in the long term, risk and uncertainty in the country's economic environment will decrease, and as a result, domestic and foreign investments and economic growth will increase. In fact, the rule of law index indicates that in a society where the citizens and rulers obey and respect the law, government contracts are executed properly, property rights are respected, and the functioning of the judicial system is acceptable. Anticipation and complaints against the government become successful and these factors cause the efficient allocation of private and public resources to productive activities and accelerate economic growth. In general, sustainable development means development It is sustainable in economic, social and environmental dimensions at the same time and will preserve natural resources and increase the quality of life of society.
