عنوان فارسی ارکان جهت‌‌ساز راهبردی قدرت سایبری ارتش جمهوری اسلامی ایران
چکیده فارسی مقاله فناوری‌های جدید و نوظهور، قابلیت‌ها و توانمندی‌های جدیدی را در اختیار قرار داده‌ و هم‌زمان محیط راهبردی را تغییر می‌دهند؛ که رهنامه‌های ﺟﺪﻳﺪ ﻧﻈﺎﻣﻲ نیز ﺑـﺮ این اﺳـﺎس ﺗـﺪوﻳﻦ می‌شوند. در دوران معاصر، ظهور مفاهیمی مانند، قدرت سخت، قدرت نرم و قدرت هوشمند، بیانگر جابه‌جایی و چرخش قدرت به‌سوی قدرت سایبری است؛ جهت‌گیری اولویت‌های راهبردی کشورها، برای نیل به قدرت فائقه، به سمت بهره‌برداری حداکثری از فضای سایبر و فناوری‌های پیشرفته سایبری، زمینه‌ساز تجدید بنای قدرت ملی در قالب قدرت سایبری شده است. ﺑﻪ ﻟﺤﺎظ ﻧﻈﺎﻣﻲ، ﻗﺪرت ﺳﺎﻳﺒﺮ، ﺷﺎﻳﺪ مهم‌ترین اﺑﺰار ﻧﻮﻇﻬﻮر ﭼﻨﺪ دﻫﻪ ﮔﺬﺷﺘﻪ ﺑﺎشد. در ﺗﻤﺎم ﺳﻄﻮح ﻣﻨﺎزﻋﻪ، ﻗـﺪرت ﺳﺎﻳﺒﺮ، ﻋﺎﻣﻞ ﺣﺘﻤـﻲ و ﮔﺮﻳﺰﻧﺎﭘـﺬﻳﺮ توانمندی‌های ﻧﻈـﺎﻣﻲ اﺳـﺖ. مراکز سایبری در ساختار نظامی ارتش جمهوری اسلامی ایران یک سازمان مهم به‌حساب می‌آیند و نتایج عملکرد آن نقش حیاتی در عملکرد و کارآمدی ارتش خواهد داشت. ازاین‌رو پایش عملکرد آن‌ها بر اساس معیارهای نوین، یکی از وظایف مهم فرماندهان عالی نیروهای مسلح به‌حساب می‌آید. این تحقیق با هدف احصاء ارکان جهت‌ساز قدرت سایبری ارتش جمهوری اسلامی ایران انجام شده است. نوع پژوهش کاربردی، روش پژوهش توصیفی و رویکرد تحقیق کیفی و کمی است. نتایج حاصل از تجزیه‌وتحلیل کیفی و کمی این پژوهش، احصاء 12 شاخص برای ساسیت‌ها، مفاهیم، راهبردها و اهداف قدرت سایبری و ارائه مدل مفهومی برای ارکان جهت‌ساز و قدرت سایبری ارتش جمهوری اسلامی ایران است.

چکیده انگلیسی مقاله New and emerging technologies provide new capabilities and capabilities and at the same time change the strategic environment; that the new military manuals are compiled based on this. In the contemporary era, the emergence of concepts such as hard power, soft power and smart power indicate the shift and rotation of power towards cyber power; has become the basis for rebuilding the national power in the form of cyber power. From a military point of view, cyber power is perhaps the most important emerging tool of the past few decades. At all levels of conflict, cyber power is an inevitable factor of military capabilities. Cyber centers are an important organization in the military structure of the Islamic Republic of Iran Army, and the results of its performance will play a vital role in the performance and efficiency of the army. Therefore, monitoring their performance based on new criteria is one of the important duties of the supreme commanders of the armed forces. This research has been done with the aim of calculating the pillars of the cyber power of the Islamic Republic of Iran Army. The type of applied research is descriptive research method and qualitative and quantitative research approach. The results of the qualitative and quantitative analysis of this research are the statistics of 12 indicators for the policies, concepts, strategies and goals of cyber power and providing a conceptual model for the directional elements and cyber power of the Islamic Republic of Iran Army.
