عنوان فارسی چالش‌ها و فرصت‌های سیستم‌های بهداشتی و درمانی: نقش تحلیل پوششی داده‌ها در ارزیابی آن‌ها
چکیده فارسی مقاله مقدمه: امروزه، سیستم‌های بهداشتی و درمانی با توجه به پیچیدگی‌های موجود و رویارویی با چالش‌های مختلف به حرکت به سوی رویکردهای نوآورانه نیاز دارند. بهبود عملکرد خدمات بهداشت عمومی و تضمین پایداری این خدمات به میزان زیادی به درجه سازگاری آنها با تغییر نیازمندی­ها بستگی دارند. مدیریت درست و عملکرد مؤثر برای ارتقای کیفیت سیستم‌های بهداشتی و درمانی تنها از راه تقویت هم‌زمان اثربخشی و کارایی ممکن است. تحلیل پوششی داده‌ها به عنوان ابزاری قدرتمند، یک شاخه مهم از تحقیق در عملیات[1] (OR) است و راهکارهای تحول‌آفرین و داده‌هایی حیاتی برای سیاست‌گذاران بهداشت و درمان فراهم می‌آورد.
هدف: آشنا نمودن دست اندرکاران و مسئولین نظام سلامت کشور با مزایای DEA و انگیزش آنان برای کاربرد این روش ارزیابی ریاضی جهت بررسی و بهبود کارایی و اثربخشی واحدهای مختلف بهداشتی و درمانی. 
روش کار: برای تهیه این مقاله مروری روایتی پس از جستجو در پایگاه‌های اطلاعاتی  Google Scholar, MEDLINE   ,Science direct, PubMed,  Scopus  و SID  ابتدا تعداد 76 مقاله به دست آمد که در ادامه با توجه به معیارهای بررسی، تعداد 31 مقاله با متن کامل انتخاب و مورد بررسی قرار گرفت.  
یافته‌ها: با پیچیده‌تر شدن چشم‌انداز بهداشت و درمان، نیاز به راهکار‌های کاربردی و مفید برای سامان‌دهی کارایی، اثربخشی و کیفیت درمان در این برهه حساس بشدت احساس می‌شود. با کمک تحلیل پوششی داده‌ها می‌توان کارایی مراکز بهداشتی و درمانی اعم از بیمارستان‌ها، مراکز بهداشت و حتی مراکز آموزشی و پژوهشی را بررسی نمود. با داشتن داده‌های مورد نیاز و با توجه به نوع مشکلی که مدیران با آن رو به رو هستند، می‌توان مدلی را طراحی نمود که ارزیابی واحد مورد بررسی به صورت کمی یا کیفی انجام گیرد. ارزیابی می‌تواند شامل تعداد نیروی انسانی، جایگاه افراد از نظر نوع تخصص، میزان حقوق و انگیزه و همچنین در رابطه با تجهیزات، نوع و محل کاربرد برای استفاده بهینه و حتی سود دهی بیشتر و خودکفا کردن مراکز بهداشتی و درمانی نیز باشد. در حالی که DEA فرهنگ بهبود پایدار را ترویج می‌دهد؛ لازم است که به محدودیت‌ها و چالش‌های همراه با آن نیز توجه ویژه شود.
نتیجه گیری: تحلیل پوششی داده‌ها می‌تواند به شناسایی و تجزیه و تحلیل کارایی واحدهای درمانی (مانند بیمارستان‌ها، کلینیک‌ها و مراکز بهداشتی) کمک کند. برخی از کاربردهای موفق DEA در محیط‌های بهداشتی عبارتند از تعیین کارایی، بهینه‌سازی منابع، اندازه‌گیری و ارزیابی کیفیت ارائه خدمات، مقایسه عملکرد واحدها، شناسایی نیازها و هدایت مدیران به سوی اتخاذ تدابیر و تصمیم‌گیری درست.

عنوان انگلیسی Challenges and Opportunities in Healthcare Systems: The Role of Data Envelopment Analysis (DEA) in Their Evaluation
چکیده انگلیسی مقاله Introduction: In contemporary times, healthcare systems require a shift towards innovative approaches considering existing complexities and the challenges they face. Public health services must adapt to changing requirements to enhance their performance and ensure their sustainability. Effective management and performance improvement for the advancement of healthcare systems can only be achieved through the simultaneous strengthening of both effectiveness and efficiency. Data Envelopment Analysis (DEA), as a powerful tool, represents a significant branch of Operation Research (OR) and provides transformative solutions and critical data for healthcare policymakers.
Objective: This study aims to inform the managers and officials of the country's health system with the benefits of DEA and motivating them to use this mathematical evaluation method to check and improve the efficiency and effectiveness of various health and treatment units.
Method: In this narrative review study, a search was conducted in MEDLINE, Google Scholar, Pubmed, Science direct, Scopus and SID databases. At first 76 articles were obtained, then according to the review criteria, 31 articles with full text were selected and studied completely.
Results: As the landscape of health system becomes more complex, the need for practical and useful solutions to organize the efficiency, effectiveness and quality of treatment in this critical period is strongly felt. Data envelopment analysis serves as a valuable tool for evaluating the efficiency of various healthcare institutions, such as hospitals, health and wellbeing centers, and even educational and research organizations. By gathering the necessary data and taking into account the specific issues that managers encounter, it is possible to develop a model that assesses the performance of the unit either quantitatively or qualitatively. This assessment may encompass factors such as personnel numbers, salary levels, motivational aspects and the position of individuals based on their expertise, as well as the type and location of equipment to ensure optimal utilization, thereby enhancing the profitability and self-sufficiency of healthcare centers. While DEA promotes a culture of sustainable improvement, it is essential to give special attention to the limitations and challenges associated with it.
Conclusion: DEA can assist in identifying and analyzing the efficiency of healthcare units (such as hospitals, clinics, and health centers). Some successful applications of DEA in healthcare settings include determining efficiency, optimizing resources, measuring service quality, comparing units’ performance, identifying needs and guiding the managers to adopt the right decisions.
