The professional certificate is a set of valid standards and qualifications at the national level, which is used to verify and evaluate the level of knowledge and skills of people who provide effective and appropriate performance in work environments. The aim of this research is investigated how to prepare and compile  two standards of competence and evaluation of professional documents for repairers of tobacco product materials production machines and also tobacco product manufacturers in the General office of TVTO of Guilan Province. The study method of this article is descriptive-analytical and is related to the field library research method and document exploration. The statistical population of this reaserch was the managers and engineers of the tobacco company of Guilan province and the experts of TVTO Guilan Province including 35 people were selected by purposeful sampling and available sampling method. Reliability in the qualitative section was calculated using the least square method of 0/89 for the entire statistical population, which indicated a good reliability.The results of the article indicate the validation and correct implementation of the stages of the preparation plan and compilation of the standard of competence and evaluation of these two professions in the form of professional documents based on the selected professional codes of the international classification document, ISCO 2008 global jobs and professions and also using all the national and regional capacities of Guilan province in 1401 by the mechanic education and occupational group and then It was uploaded to the national skill standard system after approval.
