عنوان فارسی مفهوم فساد اداری در نظام آموزش دولتی
چکیده فارسی مقاله زمینه: مبارزه با اشکال مختلف فساد اداری در نهادهای مختلف اجتماعی در طی دهه گذشته مطمح نظر مجامع بین‌المللی و دولتها برای تحقق اهداف حکمرانی مطلوب از جمله شفاف‌سازی، مسؤولیت‌پذیری و پاسخگویی قرار گرفته است. در این میان تشخیص، پیشگیری و مبارزه با فساد اداری در نظام آموزشی به دلیل وسعت، ماهیت، حساسیت و پیچیدگیهای آن با مشکلات جدی مواجه است، از این‌رو به نظر می‌رسد واکاوی جوانب مختلف مفهوم فساد اداری در نظام آموزشی با مدد از تجارب بین‌المللی در تحقق اهداف مذکور مفید باشد.   روش‌کار: پژوهش حاضر از نوع توصیفی- کتابخانه‌ای بوده است که اطلاعات آن از طریق بررسی اسناد و مدارک موجود مرتبط و به شیوه استنادی، گردآوری و با توجه به سؤوالات پژوهش، تدوین شده است.   یافته‌ها: فساد اداری در بخش آموزش دولتی به معنای استفاده نظام‌مند از اختیارات دولتی برای کسب منافع شخصی است که اثری قابل توجه بر مقوله های دسترسی به نظام آموزشی، کیفیت آموزش، برابری در بهره‌مندی از فرصتهای آموزشی دارد که این امر می‌تواند در سطوح مختلف وزارتخانه‌ای، استانی یا مدرسه‌ای و در قالب اختلاس، رشوه، تخلف، اخاذی، پارتی بازی رخ بدهد که نمونه‌های آن را می‌توان در حیطه‌های ساخت مدارس، استخدام، ارتقاء، انتصاب، رفتار و سلوک کادر آموزشی، تامین و توزیع مواد و تجهیزات آموزشی و غیرآموزشی، تخصیص وجوه ویژه، امتحانات و مدارک تحصیلی مشاهده کرد.   نتیجه‌گیری: برای پیشگیری و مبارزه با فساد اداری در نظام آموزش دولتی باید ضمن شناسایی مؤلفه‌ها، اشکال و حوزه‌های فساد اداری، به ایجاد و حفظ سامانه‌هایی شفاف در تصویب قوانین مرتبط، تقویت توانمندیهای اداری برای افزایش مسؤولیت‌پذیری و افزایش مشارکت ذی‌نفعان همت گماشت.

چکیده انگلیسی مقاله Background: In the recent decades, the international bodies has named fighting against various forms of Administrative corruption in modern social institutions as a means of achieving good governance that includes transparency, responsibility, and accountability as well. It is believed that fighting against corruption in the educational systems is a major challenge as it involves issues such diagnosis, nature of corruption, social sensitivities and complexities. Therefore, the present paper aims at studying different aspects of fighting corruption through focusing on the international experience. Methods: The study is done based on a library descriptive method; the data collection is done by reviewing the related literature and documentation. The questionnaire is designed on the basis the collected data. Results: Administrative Corruption in Public education sector means the systematic use of state authority for personal gain is a significant effect on the issue of access to the educational system, quality education, equality in educational opportunities which this can different levels of ministry, provincial or school and in the form of embezzlement, bribery and pay off, fraud, extortion, favoritism that have to happen that samples can be in the area of school construction, recruitment, promotion, appointment, academic behavioral conduct, supply and distribution of educational and no educational materials and equipment, allocating allowances, examinations and qualifications observed. Conclusion: There are a number of measures that must be implemented in fighting against Administrative corruption in Public educational systems as follows: Diagnosis of the components of corruption, Defining types and scope of corruption, Transparency in the related rules and regulations, strengthening administrative abilities to increase accountability and Participation of stakeholders
