عنوان فارسی گونه‌شناسی کارکردهای مراکز علمی و نهادهای مشاوره‌ای در عرصه خط ‌مشی ‌گذاری عمومی: الگویی جامع و تلفیقی
چکیده فارسی مقاله حساسیت‌ها و ملاحظات خاص در حوزه عمومی، تکیه بر ‏پشتوانه دانشی تصمیمات در این حوزه را دو چندان می‌سازد. اما تفاوت‌های بنیادین دو عرصه علمی با عرصه سیاسی و خط‌مشی‌گذاری، ‏انجام پژوهش‌های مرتبط و متناسب را از یک سو و انتقال دانش به فرآیندهای سیاسی و خط‌مشی‌گذاری را از سوی دیگر، همواره با ‏مشکلاتی روبرو می‌سازد که نیازمند شناخت و معماری دقیق فضای ارتباطی میان این دو عرصه و طراحی کارکردهای واسطه‌ای و مشاوره‌ای مفید میان ‏آنهاست. در نوشتار حاضر، ضمن بررسی مفاهیم و نهادهای واسطه‌ای مطرح در حوزه خط‌مشی‌گذاری و توجه به رابطه عرضه و ‏تقاضای دانش در فرآیندهای حاکمیتی، مفاهیم و کارکردهای متنوع و ممکنی که از نهادهای واسطه‌ای و مشاوره‌ای در این خصوص وجود دارد، مورد بحث قرار می‌گیرد. در نهایت، از ترکیب نوآورانه این طبقه‌بندی‌ها، یک گونه‌شناسی جامع و تلفیقی از کارکردهای مذکور بدست می‌آید که در پنج محور «تسهیل دسترسی به پژوهش»، «سازمان‌دهی و مناسب‌سازی پژوهش»، «ترویج گفتگو»، «شبکه‌سازی و دفاع از موضوع» ‏‏و «افزایش ظرفیت خط‌مشی»‏ خلاصه می‌شود.‏

عنوان انگلیسی Typology of functions of academic centers and advisory institutions in public policy making: a comprehensive and integrated model
چکیده انگلیسی مقاله All decisions in politics and policy are always to be taken with regard to the various ‎considerations which one of the most important is, the achievements in the field of science and ‎research and utilization of them, in order to strengthen and improve the quality of the decisions. ‎Special considerations in the public domain increase the importance of relying on knowledge base ‎of decisions in this field. However the fundamental differences between the two fields of ‎knowledge and research with politics and policy, always makes it difficult to conduct relevant ‎and appropriate research and communicate it to political and policy processes. Thus, it raises the ‎demand for the detailed architecting of the interface in-between and required intermediary ‎functions. So in this paper, the intermediary concepts and institutions in politics and policy, ‎the supply-demand relationship of knowledge in governance processes and diverse functions of academic centers and advisory institutions is discussed. Then, ‎concepts around and functions of academic centers and advisory institutions will be elaborated and based on an innovative combination of these functions a comprehensive and integrated typology of ‎functions is presented in five categories: "Facilitating access to research," "organizing and appropriating of research", "promotion and facilitation of dialogue and exchange of views", "linking, networking and issue advocacy" and "increasing the policy capacity".
