عنوان فارسی بررسی و تحلیل گام های نظام خط مشی گذاری فرهنگی در انقلاب اسلامی ایران
چکیده فارسی مقاله یکی از وظایف اصلی نظام‌ها و به تبع آن نظام جمهوری اسلامی نحوه تعامل آنها با مسائلی است که در عرصه‌های گوناگون اجتماعی بروز می‌کند. یکی از عرصه‌های اصلی در جوامع کنونی عرصه فرهنگ است که به خصوص در جمهوری اسلامی ایران همواره با مشکلات و مسائل متعددی رو به رو بوده است. سوال اصلی پژوهش این است هر یک از مراحل فرایند خط مشی گذاری فرهنگ در انقلاب اسلامی از چه میزان اهمیتی برخوردار بوده و در عین حال عملکرد کنونی مسئولین ناظر به هر یک از مراحل در چه سطحی از مطلوبیت برخوردار است؟ در این پژوهش با احصا و استخراج مراحل اصلی در فرایند خط مشی گذاری فرهنگی سعی شده است که به اولویت بندی مراحل فرایند خط مشی گذاری مبتنی بر دو بعد اهمیت هرکدام از مراحل در فرایند خط مشی گذاری و عملکرد نظام خط مشی گذاری در انجام آن مرحله پرداخته شود. در نهایت در این پژوهش مراحل شناخت و درک مساله، ارزشیابی و اجرا به ترتیب اولویت‌های اول برای بهبود در فرایند خط مشی گذاری فرهنگی شناخته شدند. علاوه بر این با تحلیل مبتنی بر ماتریس اهمیت و عملکرد فرایند خط مشی گذاری توصیه‌های جدی برای بهبود در مراحل خط مشی گذاری فرهنگی تبیین شده است.

چکیده انگلیسی مقاله This article is about Deliberation and analysis of the steps of cultural policy making order in the Islamic Revolution of Iran. One of the orders duties and Islamic republic is the kind of their interaction with the different problems that are revealed in different social areas. One of the primary areas in different societies, is the cultural area that they are in adverse of the Varity of problems. This occur specially in Islamic republic of Iran. For this reason we decided to deliberate one of the prime orders in this area that tries to solve problems of this area namely cultural policy making. In this research is tried with discovering of the cultural policy making steps, to prioritize the policy making process based on two dimensions of Importance and Performance of the any step in the policy making process. Thus the methodology is the IPA. The IPA is the Interpretative phenomenological analysis (IPA) is an approach to psychological qualitative research with an idiographic focus, which means that it aims to offer insights into how a given person, in a given context, makes sense of a given phenomenon. Eventually of this research, steps of "perception of problem", "evaluation" and "implementation of policy" were elected as the first respectively priorities for improvement of cultural policy process. In addition, with the analysis based on cultural policy making process Importance- performance matrix (IPA), some advises are given for the improvement of the cultural policy making process. the results of the article include the practical acts that the policy makers should do or not do these processes. The major criteria in this research is some word that they are Public policy making, Cultural policy making and Policy Process. most important ingredients in this article is the perception and understanding the problem, evaluation of the policies in use, current policy in use, policy making for the problem solving, problem expression in public organizations, approving the selective policies.
