عنوان فارسی شناسایی عوامل موثر بر اجرای موفق خط‌مشی حمایت از شرکت‌ها و مؤسسات دانش‌بنیان و تجاری‌سازی نوآوری و اختراعات
چکیده فارسی مقاله پژوهش حاضر به‌منظور شناسایی عوامل مؤثر در اجرای موفق خط‌مشی «حمایت از شرکت‌ها و مؤسسات دانش‌بنیان و تجاری‌سازی نوآوری و اختراعات»، مصوب مجلس شورای اسلامی انجام شده است. از این‌رو، ضمن شناسایی عوامل مؤثر، میزان اهمیت و عملکرد هر یک از آن عوامل در اجرای موفق خط‌مشی مذکور مورد توجه و تاکید قرار گرفته است. این پژوهش از نوع کاربردی و به روش توصیفی- اکتشافی با استفاده از فن دلفی انجام شده است. ابزار جمع‌آوری اطلاعات این پژوهش، پرسش‌نامه‌ای مشتمل بر 84 متغیر بر اساس ادبیات نظری حوزه اجرای خط‌مشی بوده است. جامعه آماری این پژوهش خبرگان نظری و تجربی حوزه اجرای خط‌مشی هستند. با استفاده از فن آنتروپی شانون، آزمون تی و ماتریس اهمیت-عملکرد داده‌ها مورد تجزیه و تحلیل قرار گرفته است که بر این اساس، 20 متغیر نظیر: منابع کافی، زمان کافی بیان اهداف و... هم از بعد اهمیت و هم از بعد عملکرد در وضعیت مناسبی برای استمرار قرار داشته و 18 متغیر نظیر: منطقی بودن قوانین، اعمال کنترل اداری کامل، تعیین مراحل دقیق اجراء و... از بعد اهمیت در سطح بالایی قرار داشته، و لیکن از بعد عملکرد در وضعیت مناسبی قرار نداشته‌اند و مستلزم ارتقای وضعیت عملکردی آن‌ها، توسط خط‌مشی‌گذاران و مجریان مربوطه بوده‌اند.

عنوان انگلیسی Identifying Factors Affecting Successful Implementation of the Approved Policy Supporting Knowledge-based Companies and Institutes and Commercializing Innovation and Inventions
چکیده انگلیسی مقاله The present study is carried out to identify the effective factors in the successful implementation of "Support for knowledge-based companies and institutes and commercialization of innovation and inventions", enacted by the Parliament. Therefore, while identifying the effective factors, the significance and function of each factor in the successful implementation of the above-mentioned policy was emphasized. This research is an applied and descriptive-exploratory study using Delphi technique. Data collection tool was a questionnaire consisting of 84 variables based on theoretical literature in the field of policy implementation. Experts in theoretical and/or experimental domains of policy implementation comprised the statistical population. Using Shannon entropy technique, T-test and significance-performance matrix were used to analyze data. Accordingly, 20 variables such as sufficient resources, enough time to express the goals, etc., are in good condition from the viewpoints of both significance and level of performance and can be continued. Also, 18 variables such as executing rational rules, enforcing complete administrative control, determining the exact stages of execution, etc., are at a high level from the viewpoint of importance; however, regarding performance, they are not satisfactory. As a result, their functional status need to be promoted by the relevant policy makers and executives.
