عنوان فارسی بلدیه تبریز، گذر از محله گرایی به هویت شهری
چکیده فارسی مقاله تصویب قانون بلدیه و تشکیل آن در برخی از شهرهای ایران، یکی از آگاهانه ترین اقداماتی بود که از سوی نمایندگان مجلس اول و نیروهای مشروطه خواه، در زمینه‌ی تحقق مشارکت اجتماعی شهروندان جهت نقش آفرینی در امور شهری و مدنی و تجلی اراده و هویت اهالی شهر، انجام گرفت. از آنجایی که شهر تبریز در تشکیل نهادهای مدنی؛ از قبیل «انجمن ایالتی» و «انجمن بلدیه» از جایگاه مهمی در تاریخ مشروطه برخوردار است، در پژوهش حاضر سعی شده عملکرد «بلدیه تبریز» و میزان موفقیت آن در تحقق اهداف مدنی این نهاد، مخصوصا موانع و مشکلات پیش روی آن در زمینه‌ی افزایش میزان مشارکت اجتماعی شهروندان در برنامه‌های مدیریت شهری و تحقق و شکل‌گیری هویت و علائق جمعی و کم رنگ شدن بحث محله گرایی با روشی توصیفی- تحلیلی و با بهره گیری از منابع کتابخانه‌ای، روزنامه‌ها و اسناد آرشیوی مورد بررسی قرار گیرد. یافته‌های این پژوهش نشان می‌دهد که هر چند بلدیه‌ی تبریز به خاطر درگیری با مسائل و مشکلات عدیده‌ی فراوان، از دست یابی به بسیاری از اهداف خود بازماند، منتهی از نحوه‌ی بیان و طرح مطالب اجتماعی در روزنامه‌های محلی می‌توان فهمید که بلدیه در کنار دیگر نهادهای مدنیِ برآمده از دل مشروطه، از قبیل انجمن ایالتی، توانست با انجام برخی اقدامات اجتماعی و فرهنگی، موجبات افزایش آگاهی شهروندان نسبت به حق و حقوق شهروندی خود را فراهم آورد، و با تأکید بر اهمیت مشارکت اجتماعی شهروندان در برنامه‌های شهری و انتخاب مدیران خود، در گذر جامعه‌ی شهری تبریز از مرحله‌ی محله گرایی به شکل‌گیری هویت شهری، نقش مهم و مؤثری را ایفا نماید.

چکیده انگلیسی مقاله approval of the Legislation of municipality and its formation in some cities of Iran was one of the most consciously done actions which was taken place on the behalf of the first congress representatives and constitutional supporters for the fulfillment of social contribution of citizens for role creating in urban affairs and the manifestation of willingness and identity of people of city. Since Tabriz city enjoyed an important position over the constitutional history in the formation of civil institutions such as state council and city council. In this research, we have tried to analyze the function of Tabriz municipality and the level of its success in the fulfillment of civil goals of this institution specially facing the barriers and problems in the field of increasing the amount of social involvement of citizens in the programs of city management and fulfillment and formation of identity and mass interests and the loss of the importance of Localization discussion by using the analytic – descriptive method and by using library sources, newspapers and archive documents. The findings of this research show that Tabriz municipality failed to achieve most of its goals because of its challenge with so many extreme problems and issues. But it can be understood from the way of expressing and presenting social issues in local newspapers that the municipality along with other civil institutions created from the heart of constitution such as state council which could provide the ground of increasing the awareness of citizens toward the rights of their own citizenship by doing some cultural and social actions. By putting emphasis on the importance of social involvement of citizens in city affairs and selecting its own managers in passing Tabriz urban community from the stage of Localization into the formation of city identity, it played an important and effective role.
