عنوان فارسی شناسایی و اولویت‌بندی عوامل مؤثر بر استفاده بهینه از ظرفیت ناوگان ریلی
چکیده فارسی مقاله توسعه زیرساخت‌های حمل‌ونقل یکی از نیازهای اساسی کشور است. معیارهایی از قبیل سرعت، راحتی، ایمنی و قابلیت اعتماد و آماده‌به‌کاری سیستم حمل‌ونقل از شاخص‌های مهم ارزیابی سیستم‌ها توسط مسافرین و صاحبان کالا جهت انتخاب حمل‌ونقل مناسب است. با توجه به هزینه بالای سرمایه‌گذاری برای خرید ناوگان و احداث خطوط جدید و تقاضای روزافزون حمل‌ونقل ریلی، استفاده بهینه از ظرفیت‌های ریلی، بسیار حائز اهمیت است. در این مقاله ابتدا با مرور ادبیات، مطالعات میدانی و مصاحبه با خبرگان در حوزه‌های مختلف ریلی مؤلفه‌های تأثیرگذار بر بهره‌وری در بخش‌های مختلف استخراج‌شده است. این مؤلفه‌ها در حوزه‌های زیرساخت، ناوگان، سیر و حرکت، بازرگانی و نیروی انسانی مشخص‌شده است. پرسشنامه‌ای بر اساس معیارها و مؤلفه‌های مؤثر تدوین‌شده و در میان کارشناسان و خبرگان این صنعت توزیع گردیده است. پس از جمع‌آوری پرسشنامه‌ها آزمون‌های آماری، آلفای کرونباخ، نرمال بودن توزیع، توصیف آماری ‌داده‌ها انجام‌شده و با استفاده از آزمون فرض میانگین جامعه (آزمون t) درستی فرضیه‌های مطرح‌شده اثبات گردیده است. نهایتاً اولویت‌بندی عوامل مؤثر بر استفاده بهینه از ظرفیت ناوگان ریلی با کاربرد روش تخصیص خطی از متدهای تصمیم‌گیری چند معیاره ارائه‌شده است.

چکیده انگلیسی مقاله Development of transportation infrastructures is one of the basic requirements of each country. The criteria such as speed, comfort, safety, reliability and ready to work transportation system are the most important indexes for the assessment of the systems by passengers and the goods owners for selecting the suitable transportation. Considering the high cost of investment for purchasing fleet and building the new tracks and ever- increasing demands, the best using of rail capacities is very important. In this paper first the components affected on productivity in different section have been identified by reviewing the literature, field studies and interview with the experts in the different rail sections. These components have been determined in the areas of infrastructure, fleet, mobility, commercial and human resources. A questionnaire based on the effective criteria and components is prepared and distributed between the experts in this field. After collecting the questionnaires, the statistics test, the Cronbach's alpha, distribution normality, data statistical description have been made and by using the one- sample t test the correctness of the proposed hypothesis has been proved. Finally the prioritization of the factors effected on the best utilization of the rail fleet capacity have been submitted by using the linear assignment of multi- criteria decision making methods.
