عنوان فارسی حق تفریح و فراغت اشخاص دارای معلولیت در پرتو اسناد بین‌المللی
چکیده فارسی مقاله تفریح و مشارکت در فعالیت‌های فراغتی و فرهنگی، روشی مؤثر به‌منظور رهایی از انزوا، بروز خلاقیت و تضمین سلامتی، به مثابه حقی فرهنگی و اجتماعی در ماده 30 کنوانسیون حقوق معلولین مورد شناسایی قرار گرفته است. مسأله پژوهش حاضر اولاً اثبات و ثانیاً تشریح ابعاد مختلف حق تفریح و فراغت معلولین در اسناد بین‌المللی است. با روش تحلیلی-توصیفی در خلال موازین حقوق بشر و با توجه به دیگر اسناد بین‌المللی، به تشریح ماده 30 کنوانسیون مزبور و تعهدات ناشی از آن پرداخته و این نتیجه حاصل می­شود که تحقق این حق برای معلولین، نیازمند ارائه تمامی امکانات، تسهیلات و اماکن تفریحی و فرهنگی در پرتو اصل عدم تبعیض، سازوکار تبعیض مثبت و رعایت مؤلفه دسترسی، با در نظر گرفتن نیازها و شرایط آنان در جامعه است. هچنین مقاله حاضر بعضی راهکارهای لازم را جهت اجرا و تضمین این حق بر می‌شمارد.

عنوان انگلیسی The Right to Recreation and Leisure of Persons with Disabilities in the light of International Documents
چکیده انگلیسی مقاله Recreation and participation in cultural, leisure and recreational activities, is considered as effective way for freedom from isolation, indication of creativeness, ensure health and enjoy the right to recreation and participation in cultural activities that is one of the rights listed in the Convention on the rights of persons with disabilities (article 30). The aims of this study are to explain various aspects of the right to recreation and leisure of persons with disabilities in international documents. Secondly. The present paper with analytical – descriptive study in the light of human rights standards explains obligations due to this right and concludes that realization of this human right, is necessary for providing all cultural and recreational facilities with regard to needs and provisions of persons with disabilities in the society, in the light of the principle of accessibility and non-discrimination. Also this paper proposes some alternatives for  these rights by effective lawmaking and cultural policy making and appropriating urban space planning.
