عنوان فارسی در آمدی بر چارچوب فرایندی دیده بانی فرهنگی؛ الگویی برای جمهوری اسلامی ایران
چکیده فارسی مقاله در جمهوری اسلامی ایران به عنوان محصول انقلاب اسلامی و ارمغان آور نسخه نوین فرهنگ ایرانی اسلامی لازم است عوامل پیش‌برنده و بازدارنده تأثیرگذار بر مولفه فرهنگی انقلاب اسلامی، دیده‌بانی شوند سیاستگذاری‌ها در هنگام مقتضی صورت گیرد. نائل شدن به این مهم نیازمند تدبیر و اقدام بهنگام در خصوص موضوعات نوظهور و مسائل فرهنگی است؛ در این راستا یکی از مفاهیمی که ‌در گفتمان مدیریت فرهنگی جمهوری اسلامی‌ایران پس از انقلاب پدیدار گشته رصد فرهنگی است. این مفهوم با چالش‌هایی در عرصه نظر و عمل همراه بوده است؛ اساسی ترین چالش، بعد و دوری آن از مفاهیم آینده‌پژوهی و محدود شدن به «انجام پایش وضع موجود فرهنگ» و از طرفی ضعف در روشمندی آن است؛ در حالی مفهوم رصد از بطن فعالیت‌های آینده‌پژوهانه پدیدار گشته و بن مایه آینده پژوهی دارد و نیازمند فرایند مدون برای انجام است؛ لذا سوال اصلی این است که چارچوب فرایندی دیده‌بانی فرهنگی، مناسب برای انجام فعالیت‌های دیده‌بانی فرهنگی توسط دستگاه‌های متولی امر فرهنگ در جمهوری اسلامی ایران چیست؟ در پژوهش حاضر با کاربست مفاهیم آینده پژوهی تعریفی جدید از دیده بانی فرهنگی ارائه و با نگرشی فرایندی، گام ها و فرایندهای دیده بانی فرهنگی با روش کیفی از طریق کاوش ادبیات و متن کاوی(تلخیص، عرضه و نتیجه گیری) احصاء و چارچوب فرایندی برای دیده بانی فرهنگی در جمهوری اسلامی ایران ارائه شده است. به کارگیری چارچوب فرایندی ارائه شده توسط سازمان های فرهنگی ذی ربط، پشتیبان فعالیت های دیده بانی فرهنگی در راستای سیاستگذاری، آینده نگاری و پاسداری فرهنگی انقلاب اسلامی ایران خواهد بود.

چکیده انگلیسی مقاله In Islamic Republic of Iran as the product of Iranian revolution and provider of a new pattern of administration to run the society which brought a modern version of Islamic – Iranian culture, it is necessary to observe progressing and deterring affecting factors on Islamic revolution cultural components to make timely corrections, changes and policy-making.In Islamic Republic of Iran as the product of Iranian revolution and provider of a new pattern of administration to run the society which brought a modern version of Islamic – Iranian culture, it is necessary to observe progressing and deterring affecting factors on Islamic revolution cultural components to make timely corrections, changes and policy-making.In Islamic Republic of Iran as the product of Iranian revolution and provider of a new pattern of administration to run the society which brought a modern version of Islamic – Iranian culture, it is necessary to observe progressing and deterring affecting factors on Islamic revolution cultural components to make timely corrections, changes and policy-making. Achieving such important issue and guarding Islamic revolution culture needs timely initiative on new emergent issues and cultural problems; to this end, an emerged concept in Iranian management dialogue after Islamic revolution is cultural observation. Present concept has been encountered with challenges in both theory and practice. The most fundamental challenged is its from future study concept and limitation to “monitoring cultural status quo” and weakness in its objectivity while the concept of observation is emerged from the context of future study activities and needs a well-established process. In present study, by using future study concepts, a new definition on observation is provided and by a procedural insight, cultural observation processes and steps are taken through exploring literature, case studies and a procedural framework for cultural observation in Iran. Utilizing provided procedural framework – including 7 steps and 24 processes – by relevant cultural organization would support cultural observation activities toward Iranian culture policy-making, foresight and guarding.
