چکیده فارسی مقاله Geneva agreement is a milestone for the country's foreign policy in general and for the dispute over Iran's nuclear program specifically. This accord reached shortly after the inauguration of the Rouhani government changed international mindsets towards Iran and demonstrated the new government’s political will with regards to taking strong action in order to engage the international community. Though this interim agreement is not without shortcomings, it has had noticeably positive ramifications in both foreign and domestic arenas. This article will answer the question: What effect has the Geneva Accord had on the sanctions against Iran? In the opinion of the authors, the Geneva Accord or the Joint Plan of Action has significantly affected the sanctions against Iran on four levels. A) The sanctions themselves: the implementation of the Accord leads to some sanctions relief. B) The environment of the sanctions: this also weakened the global sanctions environment against Iran, and introduced a trend of desecuritization of Iran and the nuclear program. C) The sanctioning countries: The Accord has led to disagreements between the sanction imposing countries and has shifted the balance between the supporters and the dissenters of the sanctions regime. D) The goals of sanctions: The Accord has uncovered friction between sanction the goals of the sanction imposing countries and divided them into the two camps of those who wish to eliminate Iran’s nuclear program and those who wish for it to have limitations and transparency.

چکیده انگلیسی مقاله توافق ژنو نقطه عطفی در صحنه سیاست خارجی ایران به طور عام و در مورد مناقشه بر سر برنامه هسته‌ای ایران به طور خاص بوده است. این توافق اندکی پس از روی کار آمدن دولت روحانی، فضای بین‌المللی در قبال ایران را تغییر داده و عزم سیاسی دولت جدید برای تعامل سازنده با دنیا را در مصداقی عملی به رخ کشیده است. هرچند این توافق اولیه فارغ از کاستی‌ها نیست، اما تأثیرات مثبت آن در عرصه داخلی و خارجی بسیار قابل ملاحظه است. این مقاله بر آن است تا به طور مشخص به این پرسش پاسخ دهد که تأثیر توافق ژنو بر تحریم‌ها علیه ایران چه بوده است؟ به نظر نویسندگان توافق ژنو یا برنامه اقدام مشترک به طور مشخص در چهار سطح تاثیر عمده‌ای بر تحریم‌ها علیه ایران داشته است: الف) اصل تحریم: اجرایی شدن توافق ژنو به طور مستقیم تخفیف تحریم‌ها را به دنبال داشته است؛ ب) فضای تحریم: این برنامه، فضای بین‌المللی تحریم علیه ایران را نیز تضعیف کرده و مقدمه‌ساز روند غیرامنیتی کردن ایران و برنامه هسته‌ای کشور شده است؛ ج) تحریم کنندگان: توافق ژنو تا اندازه‌ای باعث ایجاد اختلاف میان مجموعه تحریم‌کنندگان ایران و تغییر وزن و جابه‌جایی در صف موافقان و مخالفان تحریم شده است؛ د) اهداف تحریم: برنامه اقدام مشترک شکاف و اختلاف نظر در اهداف تحریم ها در مورد دو قطبِ برچیدن برنامه هسته‌ای ایران و شفافیت و محدودیت برنامه هسته‌ای ایران را آشکار کرده است.
