عنوان فارسی بررسی چگونگی جلب مشارکت بخش خصوصی در توسعه زیرساخت‌های حمل‌ونقل جاده‌ای؛ مسائل و راهکارها
چکیده فارسی مقاله توسعه زیرساخت‌ها، یکی از الزامات مهم رشد اقتصادی و افزایش رفاه عمومی به شمار می‌رود. در این میان، زیرساخت‌های حمل‌ونقل، و به ویژه، شبکه حمل‌ونقل جاده‌ای، از اهمیت ویژه‌ای برخوردار است، زیربناهای حمل‌ونقل، علاوه بر بهبود شاخص‌های اقتصادی و اجتماعی در خود این بخش، نقش مؤثری در رونق دیگر بخش‌های اقتصاد دارد، به علاوه، بسترهای مناسب حمل‌ونقل و ترابری، ضمن ایجاد امکان بهره‌مندی از قابلیت‌های ترانزیت و حمل‌ونقل بین‌المللی، فرصت‌های ارزنده‌ای جهت اعمال نقش فعال در معادلات بین‌المللی فراهم می‌کند. همچنین نقش مؤثر زیرساخت‌های مناسب حمل‌ونقل در تقویت پدافند غیرعامل و مدیریت بحران‌های مختلف، قابل توجه است. محدودیت منابع دولتی و کارآیی پایین این بخش در اجرای پروژه‌ها، توجه کشورهای مختلف را به استفاده از توانمندی‌های بخش خصوصی جلب کرده است، در این راستا، ایجاد انگیزه مناسب در بخش غیر دولتی و کاهش مخاطرات و رفع نگرانی‌های این بخش، از اهمیت بالایی برخوردار است. یکی از زیرساخت‌های مهم حمل‌ونقل جاده‌ای، آزادراه است که در این مقاله، به معرفی و بررسی ابعاد مختلف مشارکت دولت و بخش خصوصی در توسعه آن، با رویکرد افزایش اطمینان بخش خصوصی پرداخته شده است. ترجیح قراردادهای BOO نسبت به BOT، ارائه تضمین از سوی دولت نسبت به بازگشت سرمایه با سود مناسب در دوره معین، مشارکت دولت با سهم معین بدون انتظار سود در دوره قرارداد، عدم مداخله دولت در قیمت‌گذاری، استفاده از همه ظرفیت‌های سرمایه‌گذاری، توجه به حفظ توجیه اقتصادی آزادراه احداث‌شده یا در حال احداث، در توسعه راه‌های موازی و موارد دیگر، پیشنهاداتی است که در این مقاله، برای ایجاد انگیزه بیشتر در بخش خصوصی جهت سرمایه‌گذاری، و در عین‌حال دستیابی دولت به اهداف توسعه‌ای و اجتماعی، ارائه شده است.

عنوان انگلیسی A Study on the Ways of Attracting the Partnership of the Privae Sector in Developing Road Transport: Problems and Solutions
چکیده انگلیسی مقاله The development of infrastructures is considered one of the important requirements of economic growth and higher level of public welfare. Transport infrastructures, especially road transport network plays an important role in this regard. Transport infrastructures, in addition to the improvement of economic and social indices in transport sector, are effective in the prosperity of other economic sectors. Furthurmore, appropriate transport system, while allowing for using the potentials of international transit, provides invaluable opportunities for playing an active role in the international equations. Also, the effective role of appropriate transport infrastructures is considerable in strengthening non-active defence and managing different crises. The limitation of public funds and the low efticiency of the public sector in implementing projects, have directed the attention of different countries to the capacities of the private sector. Along these lines, creating incentives for non-public sector and reducing its risks and removing its concerns are of great importance. One of the most important infrastructures of road transport is freeway which constitutes the subject matter of this article. In this article the different aspects of public-private partnership for developing freeways with an emplasis on giving necessary guarantees to the private sector are discussed. Preferring build-own-operate (BOO) contracts over build-operate-transfer ones, guaranteeing capital return with appropriate profit over a determined period, partnership of the public sector with a fixed share without expecting profit during the contract period, government's non-interference in pricing, using all investment potentials, paying attention to the economic justification of the freeway (constructed or under the construction) in developing parallel roads, etc are among recommendations provided by this article to create more incentives for the private sector to invest in this field and also to help the government to reach its developmental and social role
