عنوان فارسی بررسی میزان رضایت حاشیه نشینان از عملکرد مدیریت شهری و نقش آنان در توسعه فضایی و کالبدی حاشیه شهر بابل
چکیده فارسی مقاله یکی از مهمترین پیامدهای رشد شتابان شهرنشینی در کشورهای در حال توسعه، معضل ساخت و سازهای غیررسمی در محلات پیرامونی و حاشیه شهرها می‌باشد، که چالش عدم امکان پاسخگویی به نیازهای جدید ناشی از این رشد را برای مدیریت شهری به‌وجود آورده‌است. هدف از این پژوهش شناسایی مهمترین عوامل مؤثرمؤثر بر توسعه بی­رویه محلات حاشیه شهر می­باشد که در این راستا مؤلفه‌های کالبدی، اقتصادی، اجتماعی و فرهنگی مؤثر بر آن مورد بررسی قرار گرفته­اند. روش پژوهش در تحقیق حاضر، به صورت توصیفی- تحلیلی و پیمایشی است و جامعه آماری شامل ساکنین مناطق حاشیه‌ای شهر بابل می­باشند. تعداد نمونه در جامعه مورد مطالعه براساس فرمول کوکران 250 نفر تعیین شد که به روش نمونه­گیری، منظم یا سیستماتیک انتخاب شده‌اند و سپس با استفاده از نرم افزار SPSS، داده­ها مورد تجزیه و تحلیل آماری و سنجش قرار گرفته‌اند. نتایج بدست آمده از تحلیل­های همبستگی حاکی از آن است که بین عملکرد مسئولان شهرداری در تهیه و اجرای برنامه­های عمرانی و خدمات­رسانی، با افزایش میزان رضایت شهروندان در سطح 99 درصد، رابطه معنی‌داری وجود دارد. همچنین نتایج حاصل از آزمون کای­اسکوئر نشان می­دهد که بین ساخت و سازهای غیراصولی با مناسب بودن قیمت زمین در حاشیه شهر، پایین بودن درآمد حاشیه­نشینان و عدم نظارت کافی شهرداری در زمینه ساخت و سازها، رابطه معنی­داری وجود دارد. براین اساس باید علت ناموزون بودن و ساخت و سازهای غیراصولی در حاشیه شهر مورد مطالعه را در پایین بودن درآمد مردم و ارزانی زمین و مسکن نواحی حاشیه­ای نسبت به نواحی مرکزی شهر و همچنین کم توجهی مسئولان شهرداری جستجو نمود. نتایج بدست آمده از آزمون اسپیرمن نیز حاکی از آن است که شهروندان به تبع افزایش رضایت از عملکرد مدیران و مسئولان، میزان مشارکتشان بیشتر می­شود. آزمون کروسکال­والیس به‌منظور مقایسۀ میزان مشارکت شهروندان در محلات هدف نشان می­دهد که در محله‌های حاشیه­ای کتی غربی و شرقی، میزان مشارکت نسبت به محله­های موزیرج بیشتر است و از میانگین رتبه­ایی بالاتری برخوردارند. از این‌رو نظارت کافی و وافی مسئولان در امر ساخت و سازها به‌ویژه در نواحی حاشیه­ایی، تشویق و ترغیب شهروندان در أخذ مجوز ساخت و پروانه کسب مبتنی بر اصول و ضوابط شهرسازی، ارائه بهینه و مطلوب خدمات از سوی مسئولان و مدیران شهری و جلب مشارکت شهروندان در راستای تهیه و اجرای طرح­های توسعه شهری امری اجتناب­ناپذیر است.

عنوان انگلیسی Review the satisfaction rate of Marginal inhabitats about urban management performance and their role in spatial and physical development of Babol marginal area
چکیده انگلیسی مقاله One of the most important consequences of rapid growth of urbanization in developing countries, is the problem of unofficial construction in surrounding areas and periphery of cities, which has created the challenge of inability of urban managements to respond to the new demands arising from this growth. The aim of this study was to identify the most important factors affecting on the extension of marginalized neighborhoods. In this regard, the physical , economical, social and cultural effects have been studied. The methods used in this study was a descriptive - analytical survey and the statistical population was Babol marginal residents. Sample size of 250 was determined based on the sampling formula Cochran, which was regularly or systematically selected and then using the SPSS software for statistical analysis of the data.Results of correlation analysis suggests that the performance of municipal authorities in the preparation and implementation of development programs and services to increase citizens' satisfaction level of 99% there is a significant relationship. The results of the Chi-square test shows that there is a significant relationship between the unprincipled construction with suitability of land price in urban fringes, low income, marginalized and lack of adequate oversight authority in the field of construction. Accordingly, the reason for uneven and unprincipled construction in a suburb of the study area can be analyzed in low people's income and cheapness of land and housing in fringe areas compared to metropolitan areas of municipal authorities, as well as lack of authorities' attention. The results of the Spearman test also suggests that citizens' partnership will increase with the increase of their satisfaction rate about the performance of administrators and managers. Kruskal-Wallis test for the purpose of comparing the degree of citizen's participation in target neighborhoods suggests that in the marginal neighborhoods of Eastern and Western Katie neighborhoods, participation rate is more than Mozirej and has a higher average rating. Hence adequate supervion of the authorities and managers involved in construction particularly in the marginal areas, encouraging citizens to obtain building permits and business licenses based on the principles and regulations of urban development, optimum presentation of services by the officials, city managers and attracting citizen's patricipation for the preparation and implementation of urban development plans is an inevitable issue
