عنوان فارسی توسعه مدیریت اطلاعات علمی در بستر دولت الکترونیکی: مطالعه موردی سامانه‌های پژوهشگاه علوم و فناوری اطلاعات ایران (ایرانداک)
چکیده فارسی مقاله یکی از گزینه‌های دولت‌ها برای ارتقای کیفیت خدمات و افزایش دسترس‌پذیری آن‌ها، بهره‌گیری از فناوری اطلاعات و ارتباطات و دولت الکترونیکی است. یکی از خدمات قابل‌ارائه به شهروندان و سیاست‌گذاران در چارچوب دولت الکترونیکی، خدماتی مانند ایجاد ارتباطات علمی، ارائه سابقه پژوهش‌های انجام پذیرفته در کشور، ارائه دستاوردهای پژوهشی با رعایت قوانین و حقوق مالکیت معنوی، ارائه استانداردهای مختلف در زمینه نشر و ارتباط علمی و بازنمایی وضعیت علم و پژوهش در کشور است که از مجموع آن‌ها می‌توان به‌عنوان مدیریت اطلاعات علمی نام برد. در این پژوهش قصد داریم نقش پژوهشگاه علوم و فناوری اطلاعات ایران (ایرانداک) را در ارائه خدمات مدیریت اطلاعات علمی در چارچوب دولت الکترونیکی بیان نماییم. در چند سال اخیر، مدل‌های مختلفی برای مراحل توسعه دولت الکترونیکی پیشنهادشده است.البته به دلیل این‌که این مدل‌ها بر اساس نظریه‌های مختلفی پایه‌گذاری شده‌اند، تطبیق وضعیت فعلی کشور با آن‌ها دارای چالش‌هایی است. مدل‌های مختلف، چالش‌های زیادی را نه‌تنها در فهم نتایج بلکه در برنامه‌ریزی برای توسعه دولت الکترونیکی ایجاد می‌نمایند. به دلیل وجود نظریه‌ها و مدل‌های گوناگون، در این مقاله نخست، روند توسعۀ دولت الکترونیکی در ایران بررسی شده و سپس برای موردمطالعه، نقش ایرانداک در مدیریت اطلاعات علمی در بستر دولت الکترونیکی روشن می‌شود. در این راستا در این مقاله با بررسی خدمات ارائه‌شده در قالب دولت الکترونیکی در پژوهشگاه علوم و فناوری اطلاعات ایران (ایرانداک) سعی شده است با توجه به دسته‌بندی‌های انجام‌شده در مرور ادبیات، طبقه‌بندی مناسبی از خدمات ارائه شود. تطبیق خدمات ارائه‌شده با اسناد بالادستی در این مقاله می‌تواند نقشه راهی برای ادامه مسیر توسعه خدمات دولت الکترونیکی در پژوهشگاه باشد.

چکیده انگلیسی مقاله One of the options for governments to improve the quality of services and increase their availability is the use of information and communication technology and e-government. Generally, the main gateway to providing e-services is the same as the corporate website or department store, where all services are provided in that way. In recent years, several models have been proposed for the development of e-government. Many services offered to citizens within the framework of the e-government, services such as the establishment of scientific communication, the presentation of the history of research carried out in the country, the presentation of research achievements in compliance with the laws and intellectual property rights, the provision of various standards in the field of publishing and scientific communication and representation, exploring the state of science and research in the country, of which they can be called scientific information management. In this research, we intend to present the role of the Iranian Institute of Information Science and Technology Institute (IranDoc) in providing information management services in the framework of e-government. Therefore, in this paper, we look at the development of e-government in Iran and in comparison with the other countries, and the status of our country has been studied in this regard. Then, according to the studies, the most important documents developed and the historical list of e-government development approvals have been extracted. Despite numerous studies and documentation, there is no comprehensive plan for the deployment and development of e-government that has been approved by the public authorities. After that, the services provided in the form of e-government in IranDoc have tried to provide a proper classification of services according to the categories in the literature review. The implementation of services provided with upstream documents at the end of this paper can be a roadmap for continuing to develop the e-government services at the IranDoc.
