عنوان فارسی بررسی رابطۀ مفهومی و تأثیر حکمرانی بر سیاست‌گذاری عمومی
چکیده فارسی مقاله پدیدۀ حکمرانی، یکی از مباحث میانی جدید در طیفی از رشته‌های اجتماعی به‌حساب می‌آید که پیش از هر چیز متوجه تمرکززدایی از قدرت (در معنای سنتی وستفالیایی) است؛ از این‌رو حکمرانی بدون شک دارای تأثیر عمده‌ای بر بخش عمومیـکه واجد نقش محوری در سیاست‌گذاری عمومی است ـ خواهد بود. بر این اساس، پژوهش حاضر به دنبال پاسخگویی به این پرسش تدوین یافته که پدیدۀ حکمرانی چه تأثیری بر سازوکار و نتایج آتی سیاست‌گذاری عمومی خواهد داشت؟ در این مسیر، بررسی مفاهیم و مفروضات حکمرانی نشان می‌دهد، آیندۀ سیاست‌گذاری عمومی توسط بخش عمومی با ورود حکمرانی و گسترش سرمایۀ اجتماعی دچار تحولاتی دموکراتیک می‌شود؛ تحولاتی که عرصه‌های اقدام گروه‌های غیردولتی و شهروندان (شبکه‌ها) را در فرایند سیاست‌گذاری گسترش می‌بخشند؛ از این‌رو پس از ورود حکمرانی به دستگاه ادارۀ جامعه و فرایند سیاست‌گذاری، شهروندان به قوت سرمایۀ اجتماعی بیشتر و گسترش شبکه‌های غیردولتی، هم در تشخیص مشکلات و قراردادن مسائل در دستور کار، هم در ارائۀ جایگزین‌ها و همچنین در اجرا و ارزیابی، نقش بیشتری به‌دست می‌آورند. تجربیات نیز نشان می‌دهند که مشارکت بیشتر در امور، عملاً به تقویت کیفیت خدمات عمومی، سیاست‌های عمومی و اثربخشی نتایج می‌انجامد.

چکیده انگلیسی مقاله Governance is a new mid-range social phenomenon which has focused on the idea of power decentralization (in the traditional sense of Westphalia era). Since governance requires a central role in the public policy, it would undoubtedly leave a major impact on the public sector. Accordingly, this paper seeks to answer the question as to what is the impact of governance on the mechanism and future consequences of public policy? In this regard, the examination of the concepts and assumptions of governance indicates that the future of public policy by the public sector with the entrance of governance and social capital will undergo democratic developments. These developments will pave the way for the active participation and contribution of the non-state groups and citizens (networks) in the process of policy-making. Therefore, after the entrance of governance in the apparatus of running society and the process of policy-making, the citizens with more social capital and development of the non-state networks get more involved both in indentifying the problems, agenda setting as well as finding alternatives, implementation and assessment. Experiences also demonstrate that greater participation in the affairs enhances the quality of public services, public policies as well as the effectiveness of the outcomes.
