عنوان فارسی ارزیابی عملکرد سامانه مدیریت بهداشت ایمنی و محیط‌زیست در پروژه طراحی و ساخت سد در گروه صنعتی تهران با استفاده از مدل تعالی سازمانی (EFQM)
چکیده فارسی مقاله مقدمه: ارزیابی عملکرد سازمان به طور جامع و در خور اعتماد همواره یکی از دغدغه‌های اصلی ذینفعان و مدیران سازمان می‌باشد. ارزیابی عملکرد می‌تواند باعث آگاهی از میزان پیشرفت در بهبود عملکرد هر سازمان به ویژه در بخش ایمنی، بهداشت و محیط‌زیست(HSE) گردد، و در نتیجه انگیزه و فرصت لازم برای ارتقاء کیفیت عملکرد HSE را ایجاد نماید. رویکرد اعطا جوایز ملی کیفیت و سرآمدی سازمان بر این واقعیت تاکید دارد که بقاء در رقابت جهانی، مستلزم بهبود عملکرد سازمان در مقیاس جهانی است. روش کار: در این پژوهش مدل تعالی سازمانی EFQM به عنوان یک ابزار فراگیر و دارای نگرش جامع به تمامی زوایای سازمان‌ها، به کمک مدیران می‌آیند تا آن‌ها را در شناخت دقیق‌تر سازمان خود یاری نماید. این مطالعه در گروه صنعتی تهران و در سال 1397 انجام گرفته است. و در آن ارزیابی عملکرد این گروه صنعتی در طراحی و ساخت یکی از سدهای جنوب کشور مورد ارزیابی و تحلیل قرار گرفته است. ابزار گردآوری اطلاعات شامل پرسشنامه استاندارد خودارزیابی براساس الگوی تعالی سازمانی EFQM بوده که روایی و پایایی آن ارزیابی شده و ضریب آلفای کرونباخ آن 971/0 به دست آمده است.   یافته ها: در حوزه معیارهای توانمندسازها، بعد رهبری با امتیاز 36/76 دارای بهترین درصد امتیازی و بعد فرآیندها با امتیاز 04/72 از کمترین امتیاز برخوردار بوده است که این بعد به همراه ابعاد کارکنان، منابع و شرکا، نیازمند بهبود می‌باشند. درحوزه معیارهای نتایج، بعد نتایج کلید عملکرد با امتیاز 79/77 دارای بهترین درصد امتیازی و بعد نتایج مشتریان با امتیاز 13/69 از کمترین امتیاز برخوردار بوده است که نشان دهنده این موضوع است که سازمان مورد نظر باید این بخش‌ها را بهبود بخشد. نتیجه گیری: یافته‌های این مطالعه در مجموع حاکی از وضعیت مناسب این سازمان از نظر معیارهای الگوی سرآمدی در اجرای پروژه حاضر است. نتایج این مدل، عموماً برای تحلیل نظام‌مندسازمان به منظور رسیدن به نگرشی جامع از سازمان و چالش‌های آن به کار گرفته می‌شود.

عنوان انگلیسی Evaluating the Performance of Health, Safety, & Environment Management System (HSE-MS) in Dam Design and Construction Projects in Tehran Industrial Group based on EFQM Enterprise Excellence Model
چکیده انگلیسی مقاله Introduction: Comprehensive and reliable performance evaluation of organizations has always been one of the main concerns of stakeholders and managers of organizations. Performance evaluation can raise awareness of the progress made in improving the performance of any organizations, especially in the field of health, safety, and environment (HSE) and thus, create the necessary motivation and opportunity to improve the quality of HSE performance. National quality awards and excellence approaches emphasizes the fact that survival in global competition requires improving the performance of organizations on a global scale. The EFQM enterprise excellence model, as a comprehensive tool with a comprehensive approach to all aspects of organizations, helps managers to understand their organization well. Material and Methods: This study was conducted in Tehran Industrial Group in 2018, during which the performance of this industrial group in the design and construction of one of the dams in the south of the country was evaluated and analyzed. The data collection tool was a standard self-assessment questionnaire based on the EFQM enterprise excellence model, the validity and reliability of which was tested by Cronbach's alpha coefficient at 0.971. Results: In terms of "enablers" criteria, the leadership dimension, with a score of 76.36, obtained the best percentage of scores, while the processes criterion with a score of 72.04 had the lowest percentage of scores. This dimension, along with staff, resources, and partnership dimensions, needs to be improved. In the field of "results" criteria, the key performance results with 79.77 points had the best percentage and the customer result dimension with a score of 69.13 had the lowest, indicating that the organization should improve these sectors. Conclusion: The results indicated the suitable status of the organization in terms of the criteria of excellence model. The results of this model are generally used for systematic analysis of the organization in order to achieve a comprehensive view of the organization and its challenges.
