عنوان فارسی لغو الزام به تصویربرداری بعد از درمان دندانپزشکی برای دریافت سهم بیمه؛ یک خلاصه سیاستی
چکیده فارسی مقاله در سال‌های اخیر، افزایش بروز سرطان‌های ناحیه سر و گردن به‌ویژه سرطان های تیروئید و حفره دهان به یکی از نگرانی‌های جدی نظام سلامت کشور تبدیل شده است. تابش‌های پزشکی غیرضروری به‌عنوان یکی از عوامل خطر مهم قابل کنترل شناخته می‌شوند. در حال حاضر ارائه تصویربرداری دندانی، عمدتا به عنوان یک ابزار اداری، رویه الزامی شرکت‌های بیمه تکمیلی جهت تایید پرداخت بیمه‌ای خدمات دندانپزشکی است، رویه‌ای که با افزایش موارد تصویربرداری غیرضروری و بدون توجیه پزشکی، با اصول حفاظت پرتویی مغایرت دارد و با افزایش دوز تجمعی تابش، خطر سرطان‌های اشاره شده را در جامعه بالا می‌برد.
در این راستا پژوهشگران و دست اندرکاران دفتر فیزیک بهداشت دانشگاه علوم پزشکی قم، به دنبال بررسی کیفی و کمی خدمات تصویر برداری دنانپزشکی در مراکز فعال مربوطه، برگزاری جلسات کارشناسی با نمایندگان شرکت های بیمه گذار و بر اساس یافته‌های علمی مبتنی بر شواهد و همین طور پروتکل‌ها و استانداردهای بین‌المللی حفاظت پرتویی،گزارش خلاصه سیاستی حاضر را ارائه داده‌اند. گزینه و راهکار سیاستی پیشنهادی، حذف تصویربرداری فاقد اندیکاسیون از فرآیند تایید بیمه و جایگزینی آن با روش کم هزینه و ساده دریافت «گزارش درمانی» یا «رسید پرداختی معتبر » از مراکز درمانی و بیماران هست. اجرای این سیاست نیاز به آموزش دندان‌پزشکان، کارکنان رادیوگرافی دندانی و کارشناسان بیمه درباره اصول حفاظت پرتویی دارد؛ همچنین آموزش کارشناسان بیمه در خصوص استانداردسازی و راستی آزمایی گزارش‌ها با هدف حفظ منابع مالی بیمه ضروری است. مخاطبین اصلی این گزارش سازمان انرژی اتمی، وزارت بهداشت، انجمن‌های دندان‌پزشکی و شرکت‌های بیمه تکمیلی هستند.

عنوان انگلیسی The Requierment of post treatment graphy for Claiming dental insurance reimbursment:A Policy Brief
چکیده انگلیسی مقاله In recent years, the rising incidence of head and neck cancers -particularly thyroid cancer and oral cancer-has become a major public health concern. Excessive medical radiation exposure is recognized as one of the significant preventable risk factors. Currently, dental imaging is commonly required by supplementary health insurance companies as a prerequisite for reimbursement of dental services. This practice promotes unnecessary and clinically unwarranted imaging, which contradicts established radiation protection principles and increases cumulative population-level exposure, thereby potentially raising cancer risk. To address this issue, researchers and experts from the Office of Health Physics at Qom University of Medical Sciences conducted comprehensive qualitative and quantitative evaluations of dental imaging practices in active centers, and held expert consultation meetings with representatives from insurance companies. Based on evidence-based scientific findings and international radiation protection standards, the present policy brief recommends removing imaging without clinical indication from the insurance approval process and substituting it with a low-cost, simple alternative, such as submission of a “treatment report” or a “validated payment receipt” from healthcare providers or patients. Successful implementation of this policy will require targeted training for dentists, dental radiography staff, and insurance personnel on radiation protection principles. Additionally, educating insurance staff on standardized report verification is essential to safeguard financial resources and ensure compliance. The primary target audiences for this report include the Atomic Energy Organization of Iran, the Ministry of Health and Medical Education, dental associations, and supplementary health insurance companies.
