عنوان فارسی برنامه‌ریزی رفاه اجتماعی تاب‌آور،‌ دلالت‌های راهبردی و اعتباربخشی یک مدل ترکیبی برای اقتصاد مقاومتی
چکیده فارسی مقاله افزایش تنش‌ها و مخاطرات طی نیم‌قرن گذشته خصوصاً در حوزه مالی و اقتصادی، اثر‌گذاری مستقیمی بر رفاه زندگی بشر داشته است. بر همین مبنا علاوه بر اینکه مطالعه و تحقیق برای کنترل و مدیریت این تنش‌ها در قالب مباحث مربوط به تاب‌آوری و مقاوم‌سازی اقتصادی از اهمیت ویژه‌ای برخوردار گشته، لزوم و ضرورت ورود این ادبیات به حوزه سیاست‌گذاری و برنامه‌ریزی‌های رفاهی نیز قابل درک است. به این معنی که امروز جهت نیل به مدل‌های جامع‌تر و کامل‌تر رفاه، ورود ادبیات تولیدشده در حوزه تاب‌آوری اقتصادی در برنامه‌ریزی و سیاست‌گذاری‌های رفاهی لازم و ضروری خواهد بود. بر اساس همین ضرورت، هدف مقاله پیش رو پاسخ به این پرسش است که آیا از نظر اساتید و دانشمندان ادبیات تاب‌آوری اقتصادی و صاحب‌نظران حوزه رفاه اجتماعی نقاط اشتراک و تلاقی میان دو ادبیات برنامه‌ریزی رفاه اجتماعی و تاب‌آوری اقتصادی وجود دارد؟ نقاط تلاقی و یا مؤلفه‌های مشترکی که می‌توانند هم‌زمان نیازها و خواسته‌های هر دو عرصه را پاسخ دهد، کدام‌ها هستند؟ به همین منظور با استفاده از فن مصاحبه‌های عمیق با متخصصین و تحلیل این اطلاعات به روش تحلیل داده‌بنیاد این نتیجه حاصل شد که اشتراک مفهومی بالای نظری در شاخص‌ها و مدل‌های مفهومی دو حوزه مورد تأیید خبرگان است. همچنین حاصل این تطبیق ارائه یک مدل مفهومی ترکیبی به نام لگام- PEOPLES اعتباربخشی‌شده و تکمیل‌شده با نظر متخصصان ایرانی دو حوزه است که این امکان را فراهم می‌کند که نه‌تنها متخصصان و سیاست‌گذاران این دو عرصه با هم‌زبانی و اشتراک هدف دست به ساختن مدل‌های ترکیبی توأمان بزنند، بلکه ورود سیاست‌های کلی اقتصاد مقاومتی به عرصه برنامه‌ریزی رفاه اجتماعی را ممکن،‌ عملی و لازم می‌سازد.

عنوان انگلیسی Resilient Planning for Social Welfare; Strategic Implications and Accreditation of a Hybrid Model for Resistance Economy
چکیده انگلیسی مقاله During the last half-century, increased stresses and risks, particularly in the financial and economic fields, have directly influenced human welfare. Upon this basis, not only has it become particularly important to undertake studies to have these stresses controlled and well managed within the framework of topics related to resiliency and economic strength, but also the necessity of introducing this literature into welfare policy-setting and planning arena is now further understandable. This means that, nowadays, in order to achieve more comprehensive and complete welfare models, it is required to introduce the literature generated within the scope of economic resilience into welfare policy-setting and planning. Based on this necessity, the present research is an attempt to address the following questions: "from the standpoint of economic resilience as well as welfare planning experts, is there any intersection point between welfare planning literature on the one hand and economic resilience on the other? What are the intersection points or common components which can address needs and meet demands of both arenas at the same time?" For this purpose, deep interviews were conducted with experts and the obtained data was analyzed based on grounded theory. The results indicate that experts affirm a high theoretic conceptual commonality between corresponding indices and conceptual models of each arena. Furthermore, the adaptation resulted in the presentation of a conceptual hybrid model called LEGATUM-PEOPLES which was accredited and completed based upon ideas of Iranian experts in both fields. This model not only provides a basis for experts and policy-setters from either arena to share their ideas and objectives to build hybrid common models, but also makes it practically possible to introduce general policies for resistance economy into social welfare planning.
