عنوان فارسی بررسی معیارهای مهم در جلب مشارکت بخش خصوصی در احداث، تجهیز و بهره برداری بیمارستان ها با استفاده از مدل مشارکت بخش دولتی و خصوصی
چکیده فارسی مقاله زمینه و هدف: مشارکت بخش دولتی و خصوصی همکاری بین نهادهای این دو بخش بوده که جهت تحقق اهدافی مشترک و از میان برداشتن محدودیت ها انجام می گیرد. هدف پژوهش حاضر بررسی معیارهای مهم در جلب مشارکت بخش خصوصی در بخش بهداشت بود. مواد و روش ها: برپایه مطالعات و نمونه نظرسنجی های انجام گرفته مقامات دولتی دارای نقش اساسی در قالب بندی سیاست های سلامت و برنامه های مخصوص شرایط هر کشور می باشند. درسال های اخیر، هزینه ارائه مراقبت های بهداشتی به صورت نمایی افزایش یافته است و دولت ها به دنبال مکانیزم های جایگزین برای کاهش هزینه ها هستند در حالی که افزایش ظرفیت برنامه های اجتماعی با سرمایه گذاری های قابل توجه در زیرساخت ها همراه هستند. این مقاله با مطالعه پژوهش های پیشین در زمینه مشارکت بخش دولتی و خصوصی، به کارگیری انواع مختلف این مدل ها را مورد بررسی قرار داده و به تعیین معیارهای کلیدی و حیاتی در موفقیت یا شکست این پروژه ها پرداخته است. هرچند هنوز تجربه به کارگیری آن در کشور ما بسیار محدود است و ارزیابی دقیقی بر مبنای مطالعات موردی از آن وجود ندارد. نتایج: بر اساس نتایج این تحقیق معیارهایی مانند امکان بازگرداندن بخشی از هزینه های شرکت در مناقصه برای مناقصه گران، وضوح اهداف و مسئولیت، اشتراک و تخصیص ریسک صحیح و منصفانه بین طرفین، کاهش هزینه بخش دولتی از طریق کاهش تصدی گری، انگیزش بخش خصوصی، مکانیزم روشن نظارت و حل اختلاف فیمابین و پشتیبانی سیاسی از سرمایه گذاری بخش خصوصی نقش مهمی در موفقیت پروژه های مشارکت بخش خصوصی و دولتی را دارند که لازم است به آن ها توجه ویژه ای شود. نتیجه گیری: دولت ها می توانند جهت جلوگیری از افزایش هزینه های موردنیاز برای بازسازی، نگهداری و راه اندازی امکانات همگانی مانند بیمارستان ها و افزایش محدودیت ها در بودجه های دولتی، داشتن نوآوری از طریق فرصت طلبی بخش خصوصی و همچنین مدیریت بهتر ریسک ها با این بخش مشارکت مناسبی داشته باشند.

چکیده انگلیسی مقاله Background: Partnership between public and private section is the cooperation between institutions in these sectors which perform to attain common goals and eliminate the limitations. This study aimed at investigating the important criteria for attraction of private section in health sector. Material and Methods: Based on studies and sample surveys, governments have essential role for codification of health policies and special programs in any country. In recent years, the costs of delivered health services increased exponentially and governments are looking for alternative mechanisms for cost reduction; meanwhile, the increased capacity in social programs is accompanied with considerable investments in infrastructures. This article investigated the utilization of different models by previous literature assessment in public- private partnership field and determined key and substantial criteria for these projects' success /failure. Although, the experience of their implementation is still very limited in our country and there is no accurate assessment based on case studies. Results: Based on study results, some criteria like possibility of returning part of participation costs in tendering for tender, goals and responsibility's clarity, fair and correct mutual risk attocation , lower public costs through less incumbency, private section motivation, clear mechanism monitoring ,conflict resolution and supporting policies from private investment have essential role for successful public- private partnership which special attention should be drawn. Conclusion: Governments can have a suitable partnership with private sector in order to prevent increasing costs in rebuilding, maintenance and operation of public facilities like hospitals, considering budget limitations in public sector, providing innovation through opportunism in private section and more efficient risk management.
